This chapter discusses the historical patterns in the higher education of indigenous peoples. It describes the recent developments in international law that recognize the right of indigenous peoples to control their own educational institutions. The chapter also examines the role played by post-war massification or expansion of higher education which proceeded along three dimensions: enrollment growth, curricular diversification, and institutional differentiation. This worldwide expansion of higher education enrollments after World War II produced an environment conducive to the emergence of indigenous postsecondary institutions.
