The focus of this book has been on China's national, provincial, and local conditions, and the perspectives and behaviors of the Chinese situated at those different levels of the state system and in local society. It examines the relationships and interactions between the judicial and administrative fields of the state system, the central and the provincial governments, the provincial judicial and administrative institutions, the provincial authorities and county governments in the course of reform.
