Vichy's Bronze Mobilization Campaign
This chapter describes the organization and functioning of Vichy's bronze mobilization campaign. It argues that the origins, implementation, and unfolding of the campaign underline what has become the standard interpretation of the Vichy regime and the German occupation. On the German side was the absolute priority attached to the exploitation of French resources for the German war effort. On the French side was a government that—though faced with the difficulties of partition and occupation set against a backdrop of global war—was a willing participant in the German New Order while it still retained a measure of sovereignty, and only offered hesitant opposition once this autonomy had become little more than illusion. The manner in which the bronze mobilization campaign unfolded and was managed at the state, regional, departmental, and local levels highlights the jurisdictional tensions that plagued the regime, as well as the agendas of its various offices and bureaucrats.
