This chapter examines the historical legacies of authoritarian labor control and the political conditions for labor unions in Korea and Taiwan in the pre-1987 period. It investigates how authoritarian control strategies shaped labor interests, perceptions, and capacities in pre-democratic decades and analyzes how the relationships formed between labor unions and other collective actors influenced newly emerging labor movements. This chapter suggests that political parties and the electoral space provided diverging possibilities and limitations for labor politics in these two countries.
