This chapter provides a number of recommendations for academic units planning to develop and implement a viable strategic planning process. It proposes a template for making strategic program decisions and provides examples of effective implementation in several public universities in the U.S. It explains that this template determines which areas will expand or contract and which areas merit continued subsidy. This chapter also argues that success in competitive environments requires the development of defensible positioning strategies and focused programs that provide sustainable value to prospective students.
